When my 1993 BMW caught fire and burned, I received a call from the adjuster with a settlement offer of $3200. I told the adjuster that the offer was laughable and that I would not accept that amount. I was told at that time that Geico would not negotiate. That was their offer and it would not change.
One week later, I was notified by
mail that the adjuster and her
boss had gone and reinspected the car and that they were lowering the offer to $2600. I do not know at this time what will happen next. Do we not have the right to negiotate?

go hire your own ajduster to reappriase the car and take it to court is about the only option you have

You can't just tell the insurance company "you are low balling me and I wont accept your offer". If you have no information to support your side of the negotiations, you aren't negotiating. You are making unreasonable demands. Thats just the nature of what a negotiation is...
